Retha Waters Locklear

Retha Waters Locklear, a beloved mother, grandmother, and great-grandmother, peacefully departed this world on October 19, 2025, at Scotland Regional Hospice.

A graveside service will be held at 2:00 PM on Saturday, October 25, 2025 at Winfred Blue Cemetery officiated by Pastor Tracy Gross.

 The family will receive friends after the service at the cemetery.

Born on November 16, 1951 in Scotland County, she was a daughter of the late Edward Lawrence Waters and Annie Pearl Hicks Waters.

Retha dedicated her life to her family and will be remembered most fondly for the love she shared with them. Retha's life was enriched by her interests in playing games and puzzles, which brought her both joy and connection with family and friends. These moments of laughter and camaraderie will be cherished by those who gathered around her, sharing stories and building memories.

She is survived by her son, William Locklear (Carol) of Wagram; her daughters, Portia Bowden (Demeterious) of Hamlet and Michelle Kiser (Tim) of Wagram; her 11 grandchildren and 20 great-grandchildren. She predeceased by her husband, William Howard Locklear; her son, Kelsey Landers Locklear; and her brothers and sisters, Lee Waters, Pearly Mae, Mary Ann, Eva, Emma Jane; and half-brothers, J.D. and Luke.

Bumgarner Family Funeral Service and Crematorium is assisting the Locklear family.
